EU/EEA data rights (scaffold)

In the ParentLedger apps, signed-in users can open Privacy & security → EU Data Rights Center for access, correction, erasure, and related request types. Most paths currently route to support email until automated DSAR export ships.

Localization readiness

Copy is English-only today. Structure uses semantic headings and a single-column layout that reflows on small screens. String extraction for additional locales is tracked for a later phase (LEGAL_REVIEW_REQUIRED for translated legal text).
